I have a problem with my budgie(s)?

my female budgie is my little buddy and is great...but my male budgie is not friendly and wont touch the target(clicker training)....he hesitats to eat the treat....and he runs away from my hand he really hates me...ive even tried monkey see monkey do type thing and he still hates people...im really worried for him he seems sad...even though hes got a buddie toys a mirror and all the food water and treats he can eat how can i help him warm up to people..and have him touch the target...wat to do wat to do...oh and by the way ive had them 3 weeks now...and no stupid comments..
